What is UDC and why?

Union Information and Service Centers are information-technology based in the Union Parishad. A sophisticated information and knowledge center (telecentre) aims at ensuring information services at grassroots doorsteps. From this center, the rural populace easily get life and livelihood and necessary services in the familiar environment of their home.

On November 11, 2010, from the Honorable Prime Minister's Office and the Prime Minister of the United Nations Development Program (UNDP), Mr Helen Clark, from the Charakukrimukhi union of Bhola district, inaugurated all the union and service centers (UISC) across the country through video conferences. About 40 lakh people are receiving information and services from these centers. Through the UISC, the public and private services are getting a very positive change in the lives of local people through easy, fast and low cost.

The UISC pilot started in front of the slogan 'Service at Doorssteps'. With the establishment of the UISC, it has been possible to create a free flow of information in the contradiction of society and state, where people are not going to door to door for service, but reaching the service is the beginning of the people's doorstep. The free flow of information is the second highest priority of the people. The establishment of information and services centers in 4,501 union parishad of the country has facilitated information and service paths in the fastest time, including participation in the free flow of information of the public.


Materials:

In order to ensure better information services in the area, a UIS has more than one computer and related materials, which are being set up and installed. The UISC comes with the investment of entrepreneurship and funding from the Council of the European Council (Revenue Sector and LGSP Project). It is possible to initially start a UISC operation with a computer with a minimum stabilizer, a black screen printer, a color printer, a modem for connecting the on-line connection, a scanner, a digital camera. But for the full UISC management, the following materials are needed -

    Multiple computers (desktop and laptop)
    1 multimedia projector with large screen
    1 laser printer
    1 color printer
    1 modem
    1 scanner machine
    1 photocopier machine
    1 digital camera
    1 webcam

Upon raising a UISC on the basis of local demand, there may be more or less than that.

The union and service center have been established based on PPPP (Public-Private-PeopleSupportership) model. Each UIS has two local entrepreneurs, one male and one female among them. These entrepreneurs manage the UIISC. In some centers, as well as a woman and a male child as well as another person, men and women are working as 'alternative entrepreneurs.' The merchants are not UISC's salaried workers, the income of the entrepreneurs of each UISC is the income. The entrepreneur at the UISC is also an investor.


Partnership or Partnership:

UISCs are being managed by the Local Government Division. Under the guidance of the cabinet and the management of the local administration, other activities including the supervision of UISC are carried out. UISC's required ICT tools and training to increase the efficiency of the users comes from the LGD and Bangladesh Computer Council (BCC). BCC also provided solar panels in 1013 uninhabited Unions and brought all the Union Parishads under the power of the country. Apart from this, many bank-insurance, mobile companies, NGOs, educational-research institutes, hardware-software associations etc. are involved with UIC with the services, new skills and technical support of the company.


UMS or UISC ACTIVITY Management System:

UISC program management or 'UMS' (http://www.e-service.gov.bd/uams/) has been created to help UISC entrepreneurs to calculate the income and local administration follow-up. UISC entrepreneurs upload their daily income information here.
